All-Russian "Electrounion" has its source from remote 1905. That time energy and metal workers of St. Petersburg had started to organize theirs own trade unions, including the lighter's trade union.
On 30th of April in 1906 was established " Professional community of smith" at the first city meeting of metal and energy workers from any machine-building and electrotechnical plants of St. Petersburg". On May the same year one more professional organization of metal and energy workers was established - "Association of smith from Moscow industry region".
In 1931 had been held the I All-Union Congress of trade union of electrical industry workers, which formed the first independent trade union organization of energy and electrician workers on the national scale. The Russian branch trade union functions since than by the 1990 carried out the Central Committee of the trade union electrician and electrotechnical workers.
The branch trade union has arisen from incomplete sells at the period of the industrial development of our country. Than trade union got over the difficulties connecting with the dispersal, revival, breaking up into smaller units and fusion. The branch trade union passed the uneasy road of formation as a influential fund, which representatives their own power in the struggle for living rights and legal interests of workers of power industry complex, electrical and peat industries.
All-Russian "Electrounion" was re-created on 3rd of December of 1990 at the Russian republican constitutive congress of trade union of energy electrotechnical workers.
According to the information on January of 2002 at All-Russian "Electrounion" structures work 70 territorial and more than 2000 primary trade union organizations uniting more than 900 000 workers of energy, electrotechnical and peat plants and organizations.
In the all stages of its own development the trade union has realized the main: protection of social and economic rights and interests of the working masses, struggle for worthy level of the salary, making the safety conditions of theirs work.
One of the main directions of the trade union work at the present conditions is the development of the social partnership with executive authorities and employers on the basis of concluding General agreement, Branch tariff agreements and collective agreements, in which provided higher social guarantees for trade union members.
The trade union representatives is leading an active work at Russian tripartite commission of regulation socio-labour relations, by which the result is the General agreements between the federal jurisdiction, all-Russian associations of the trade unions and all-Russian association of employers.
The Branch Tariff agreement for the associations, plants, organizations and establishments of energy complex, building industry machine building of Ministry fuel and power engineering of Russian Federation was signed on December of 1991. It was the first Branch Tariff agreement after the beginning of reorganization. On January of 1992 was signed the Branch Tariff agreement for associations, plants, establishments of electrotechnical industry of Russian Federation. On March of 1992 was signed the Branch Tariff agreement for associations and plants for peat industry and also for builder and scientific organizations of Russian fuel association "Rostopprom" related to the Ministry of energy and electrification of Russian Federation.
Branch Tariff agreements were the basis for beginning of work connecting with negotiation and collective agreements making at the industrial associations (than at the joint-stock companies), planets and organizations of branch of industry, is the part of branch trade union.
The work, connecting with negotiation with employers, branch Tariff agreements and collective agreements making was being continued the next years. It was enable for ensuring the acceptable standard of living of workers, keeping the number of social guarantees, excluding essential worsening of work and life conditions.
During the reorganization the work in the line of organizational consolidation of the trade union and its structures was continued. The wide discussion of organization charter theses of trade union was made and were proposed add-ins and overpatching, which were fit with acting legislation of Russian Federation.
III Congress of All-Russian "Electrounion", which was take place on December of 2000 fixed, that the main in the upcoming 5 years are:
- reservation and widening of rights, guarantees and benefits for the wage earner in varying situation with low, with decrees of executive offices of government and employers in Russian Federation;
- providing with respect observance social and working low, professional and adjacent rights and interests of the trade union members, workers of power industry, electrotechnical and peat branches of industry by employers and government bodies, in the context of socioeconomic policy, which is realized by the State.
The Congress was took into the "Reference directions of All-Russian "Electrounion" activity over 2001-2005" for those tasks solution.
